Utahns can act wherever the project still needs permission, participation, labor, materials, water, permits, financing, and legitimacy. The strongest path is civic pressure, legal pressure, and social pressure: track every filing, support public hearings, demand full disclosure, ask contractors where they stand, and build a public pledge campaign around nonparticipation without consent.
